The U.S. military's primary airbase in the Middle East is located at Al Udeid Air Base, near Doha, Qatar. It functions as a major regional hub, serving as the forward headquarters for U.S. Central Command.

Qatar is absolutely a linchpin of American power in the region especially vis a vis Iran and even a possible conflict with China so their is almost a zero chance they didnt coordinate on this.

Which is all very hilarious because I remember when Islamists considered Qatar their friend in the Gulf due to its backing of various Islamist factions during the Arab Spring. Let this be a warning that there is not a single Gulf Monarchy that won’t throw you under the bus for the sake of the United States.

I don't like a lot of Qatae's policies in the region, but this attack in Doha itself (not on an American base)... Isn't something would allow:
1. It shows that they are weak militarily.
2. It shows that they cannot be a trusted location for any of the peace agreement negotiations they try to host for many countries
3. It opens them up for attacks by neighboring countries (if israhell can do it then so can we (.. MBZ is just itching to take out Qatar in anyway.

This also now opens up the door for making the Gulf Shield counties look like idiots for not being able to respond, that includes making a fool out of Saudi Arabia to its own ppl, especially showing that American technology thats supposed to detect attacks like this will never be prevented no matter the latest gadgets they buy from them... But not so much with your reasoning - a) its unclear Qatar has the military capability to attack Israel and not to mention the US has a major base in Qatar and would probably not sit idle while Qatar attacks its chief Middle East ally b) Israel has F-35's which (in theory) aren't showing up on Iraq/Kuwait/Bahrain's radar if they don't want them to.

1) Qatar knew about the attack in advance, and

2) Qatar believed that an immediate military response was not in its interest. 

  
That still doesn't point to Qatar having had a say in the matter, or being happy about it, or not planning some kind of retaliation in the spheres they have more weight in.

In particular they would have had a good reason to suspect that the attacking planes were F35s and that shooting any of them down would make US unhappy as it would ruin the current PR aura of invincibility that they enjoy - so if Qatar wanted to make its displeasure felt, it would likely choose a way other than an immediate military response against the planes.

The larger implication would be not that this was Israel and Qatar and or the US but that this reflects the Arab position on Hamas, which is that they’re a significant negative to the Arab world. In other words, I’m thinking this would take place on The Godfather level, where the plot isn’t as simple as point at the obvious, when there’s more to it. Behind the strike at that level would be a larger decision by Arab rulers that this idiocy must stop. They see it as a negative for Arabs, for peace in the region, and for the stability of their regimes.

The most compelling piece of evidence to me that Qatar had forewarning and gave it's tacit approval is the Airport in Doha.   Normally when a country is attacked, it's first response is to ground all air traffic.   The reason?  So you don't pull an Iran and shoot down a civilian air liner that just took off with your AA, and it clears the radars to ident anything in the air as hostiles or friendly fighters.

Doha didn't even delay flights, they literally just kept flying as if nothing had happened.

Compare that to June 23 during the Iranian missile attack, Doha closed it's airspace and missiles were flying.

Qatar was hosting Hamas leaders, so Israel attacking those leaders was on their bingo card.  They knew this was a strong possibility whether or not they had any specifics.  A strong enough possibility that they would have drilled an appropriate response just like any competent drug operation drills a response to a police raid or any fireworks manufacturer does fire drills.

Knowing about it, which Qatar clearly did, and giving a (tacit) approval are two completely different things.

Even with knowledge of the attack, Qatar is not in any position to do something about it. They rely almost exclusively on the US for their defense both in terms of actual military infrastructure and support. Which also means that if Israel was dead set on this attack and the US gives its consent, Qatar has little choice in the matter, in the short term at least. 

It's unlikely that they willingly allowed it though, at least in the way that this post seems to imply. I think people forget that Qatar doesn't have a lot of fans in the region, even amongst the Arab countries. It wasn't too long ago that they were subjected to a blockade by most of their gulf nations. They have every interest in preserving their image as the "Switzerland" of the middle east, especially knowing the fact that the US will not go to nearly the same lengths for them that it would, when taking action on Israel's behalf. This strike hurts that perception and while most of the world will definitely move on from this within the next few days, the important players that Qatar is trying to placate are unlikely have such short memories.

What you are seeing is careful diplomatic actions. Countries with complex geopolitical priorities. 

Qatar has had issues by having Hamas in thier country during the war. This has gotten worse and they had few good options to deal with this. 

Israel has also dealt with this issue and few good solutions. 

My personal opinion is Qatar wanted Hamas out for reasons but was politically unable to do so. They also don't want war. (Iran was already fighting proxy wars). This attack, while bad, can solve several issues for Qatar much like the US raid into Pakistan solved issues with Bin Laden. 

I expect some diplomatic fist shaking but not a lot more. It would also quietly let Qatar expel Hamas back to Palestine in the name of national security. The leaders of Hamas are legitimate military targets and a country offering safe haven during war, while specifically allowing them to conduct command/control for said war, risks finding themselves labeled an enemy combatant nation. The key to remember is Israel is already at war with Hamas. Qatar would have to have 'interned' the Hamas leadership and 'taken them out of the fight' via international law to maintain the stance of neutrality.

Despite the rhetoric, the legality of Hamas operating during war from Qatar and expecting no military response into Qatar is quite questionable.

I don't have a strong opinion on this and am waiting for more reporting. It's possible Qatar was given some notice (likely indirectly through the US if so), but it wouldn't have been very much notice, and I doubt Qatar's reaction was just a shrug. This has real costs for them- regardless of how legitimate the target might be perceived to be, this will scare their public and shake their global reputation as a safe, first-world, business-friendly destination. The attack was in a residential neighborhood in central Doha, not an isolated military compound; any minor error on Israel's part could have resulted in Qatari casualties. (Edit: it *did* result in Qatari casualties; a member of their internal security forces was killed.) And there's no counterbalancing upside that I can see to it.

If they did turn a blind eye, my guess is it was to avoid the wrath of Trump. I agree it's unlikely Qatar will escalate much beyond angry words for that reason. The more interesting question is whether the Abraham Accords will survive Israel's persistent provocations against the GCC's interests.

Also, it's reported that the targets of the attack (Hamas's main leadership in Qatar) all apparently survived, with the dead being relatives and low-level officers. If this is true, I wonder if Qatar warned Hamas.

The idea that Qatar would green-light an attack on its capital because they want Hamas out doesn’t really make sense. That’s an awful trade off for the Qataris, they are made to look weak military and economic activity suffers due to fear. Qatar and Doha more specifically are really on the up, and have attracted a ton of international business. It would be silly to jeopardize that for something so insignificant. 

The U.S is even trying to distance themselves from the attack and Trump was very clear that he didn’t give it the ok. White House press secretary said the military notified the president that the attack was underway and he then called Steve to tell the Qataris. The Qataris say they got the call from Steve as the blast was hitting the ground. 

I saw claims this morning of people saying Qatar had pulled its own people out in advance of the strike but just now I see that a Qatari security guard was killed in the blast which seems to disprove the fore mentioned.

L take - Strike occurred in an area where foreign missions and many of the rich residents of Doha live. A country whose current strategy is to cater to international residents and foreign capital to diversify its economy would never allow itself to be blatantly bombed, especially when so many "important" residents live near the strike zone. It's one thing if it were an on-the-ground-level assassination. This is asking to undermine the plan of the current Emir. 

Moreover, geopolitically, a US close ally attacking another US close ally is almost unheard of for the past few decades and would require a lot of balls to take.

The problem with a lot of conspiracy theories is that they overassume the competence of everyone invovled. Something like this can happen with a split second mistake. Its also very plausible when we know that the Israelis operate similar aircraft that can be mistaken for what's deployed by the US in the country. 

Also I doubt Qatar would think whatever they gain from this is worth the prestige hit.

I would guess it was less clear-cut than that. Probably the US approved and relayed an Israeli message a while ago that if the Hamas leaders in Qatar would continue rejecting deals they'd be a valid target for Israel -- but not the exact timing or how credible the threat is.

This gets more complicated though.  Qatar was unaware this would happen and has denounced the strike, specifically calling it "cowardly".  There is no information about US involvement or anything like that yet.
